Yup, which is why airplane safety has gone down the toilet and prices have skyrocketed since that market was liberalised... oh wait, they haven't. Trains are admittedly more complicated because tracks need maintenance, and it's easy to screw up the operating model (see: UK), but if we can solve this for air traffic control and airports, it shouldn't be too hard for track either
