The voting blockchain would check the citizen ID blockchain, to verify that citizen and all ensure the same voting key would not be used twice and that the citizen has proper status (like...is the person alive...legal...not a current felon, etc.) So how is the citizen ID blockchain linked with the voting blockchain?
