Does it matter? I assume they just wanted to get it out and publish it.
- argonaut 10y agoSee my sibling comment. It matters because it's a very strong (to academic/industry researchers) sign of quality and whether the paper is worth reading. If you wanted to just put something out there you could just put on arxiv. The authors are academics (?) so they clearly want to publish in the best possible venue.
