As a hiring manager, your job is finding somebody to hire. And that's it. If you want somebody to critique your cover letter and resume writing skills, interviewing ability, etc. I'm sure you can find somebody to do that. But they will charge you for the service. It seems a bit silly to expect some random company's hiring guy to provide you that service free of charge.
