I know from experience that a number of people who make important software used by the financial industry aren't the greatest programmers. I think this is part of why there is so much process and quality control at these sort of companies.

ANd boy do programmers that have real skills Resent these processes. Because all the do (for us) is get in the way. Its hard for companies to please all of the people.
