You cannot have Treasuries sold only to US entities. A strong currency needs to be purchased by plenty of foreign govts/entities. This is how China or any other country parks their some of their money in US Dollars. It is a bit disingenuous to single out Apple for something that is a normal practice in financial markets. The point here seems to be that Apple is a bit in the cross hairs in order to have its stocks pushed down a bit.
