There have been some reports of 4He and some high energy particle emissions, consistent with D + D → 4He + 23.8 MeV (heat) [1]. So yes, I would say there have been enough experiments done to call it an anomaly. I believe what makes it so hard to tell is the labelling of any cold fusion researcher as a crackpot, which seems to have forced it 'underground'.
