Does this apply to "foreign and international" flights, with the NSA not observing purely domestic US flights, GCHQ not observing purely domestic UK flights, etc? (Leaving aside for the moment that the NSA and GCHQ probably trade notes.) I think it's worth mentioning those details in articles (even if you're a French paper, and they are spying on all your domestic flights).
