I'm not sure where you got that from. I couldn't find a single reference to parents or children on the page.

  It will be primarily used for parents to track their kids. They don't need to specifically spell out that use case with parent/child characters. It seems obvious to me that this will enable parents (all kinds, good and bad) to track their kids with a pretty scary level of control. But you're right in that this isn't just restricted to parents and children. In my post just substitute parent/child with a controlling boyfriend/girlfriend.
