There are countless auto manufacturers around the world. I was surprised to see the length of the list: https://en.wikipedia.org/wiki/List_of_automobile_manufacturers https://en.wikipedia.org/wiki/List_of_automobile_manufacture... I'm sure some percentage of these are willing to move faster than the major brands we know in the US. This strategy by Cruise could help then reach these smaller companies, some of whom surely have more flexible regulatory environments. Especially for local companies.
