You may just think of it as a "build tool", but I think of it as a "build and dependency management tool". There are build systems out there that don't solve dependency management (obviously Ant is one of them, there is also SBT, Pants, Buck, and probably more I'm not familiar with). Ivy is a component of creating hygienic builds for these build tools, and it would be very sad if it disappeared.
