The NHS definitely uses a fancy wizard system to asses and diagnose patients and to decide what doctors should do in frontline cases. It's basically exactly what you're describing, an expert system, except that there isn't really any AI involved: it's just a massive network of IF-THEN rules for healthcare workers to carry out, to make sure care is standardised and best practices are followed and kept up to date with research. As you might imagine, there are codes for absolutely everything. The code system is called snomed, and you can download the full dataset somewhere.
What's more, its definitely open to the public, except it isn't really promoted at all (it's only open in the interests of openness, you're not really meant to use it.) As such I can't find the URL for the life of me. Perhaps they closed it.
