Check out Torch7 (http://torch.ch http://torch.ch) or Google's new TensorFlow (https://www.tensorflow.org https://www.tensorflow.org) - both of them are really easy to use (especially TensorFlow) and will allow you to build models with a bit of programming knowledge that run offline quite easily.
