I think the parent was referring to spending $1 in electricity to generate $2 worth vs. spending $10 in electricity to get $11 worth. Either way you have a net gain of $1 electricity. As you've illustrated cost of building the power plant certainly matters however it is orthogonal to the discussion being had.
