The same should have happened after the latest crisis, but W's DOJ had reassigned all the fraud investigators in the FBI to anti-terrorism, and neither they nor Obama's assigned very many back. (As well as just not being willing to try to prosecute white-collar crime very hard – much rather get big headlines for big "settlements").
