Indeed part of battery quality is to let the device manage when charging happens, but a big problem is that the device is expected to be charged when being hooked up to a charger for a bit. You don't want customers to walk away from home thinking they have a charged device, but end up only being able to use the device for a short time. I guess there is some well thought out system to it.
