If someone is willing to implement this, keep in mind that in China, having a website ain't the end-all-be-all solution. A better way would be to integrate with kik / line messenger (apart from the website). Morally speaking, I'd not want this on my shoulders just because, at one point, I'd get hit with the realization that I'm ruining someone's life (with or without cause) - that someone who has done absolutely nothing to me (personally). Overtime, I don't think I could live with that (as this topic in recent news got me thinking [0]).
