I think you're talking about McCulloch's quantisation of inertia theory. http://www.ptep-online.com/index_files/2015/PP-40-15.PDF http://www.ptep-online.com/index_files/2015/PP-40-15.PDF which I believe was originally inspired by the rotation of galaxies.
