Console GUI applications. Pretty much any tweak to conhost ever and they'd implode. I don't know what's changed now but they've rolled that policy away. Maybe virtualization?

  They may have decided that the number of people running console programs with a GUI is low enough now. I don't know whether it still was necessary, but the removal of support for 16-bit applications from 64-bit Windows 7 will not have hurt there.
