"We" had 8 years to encourage Barack Obama to strengthen institutions.
In law. With Congress (especially during his first 2 years in office when Democrats held both halves).
The Executive Branch giveth, and the Executive Branch taketh away. Don't celebrate the former unless you're OK with the latter taking place in the future.
