I sorta get the idea of the article. Working smart etc. However the incentives in organizations run often counter to that. Gluing together existing pieces to do some grunt work is rarely good for your career. Building new glorious systems is much more likely to do that. Also for orgs that do the developing for other orgs it isn't really optimal to offer the quick and efficient solutions unless competitors are doing the same.
