I'm the founder of Repl.it (https://repl.it https://repl.it) and our aim is to make programming more accessible. In addition to being an easy-to-use online programming environment free for everyone, we are currently focusing on classroom environments (https://repl.it/classrooms https://repl.it/classrooms) for some of the reasons you mentioned. Many teachers come to our site because they find themselves in Classrooms where half of the students use Chromebooks which makes it really hard (impossible?) to install any native IDEs or compilers.
