  Actually we used this strategy for a company we were grounding. We just connected to some start-up community and the moment we heard a start-up banked up, we showed in the doorsteps and asked for the resumes. We had really successful hires, picking very good people. Most were happy to continue in our start-up. We had good funding and that helped.
