The most common form of vote fraud is probably ballot stuffing by an insider. With this type of attack every voter who actually voted can verify that there vote was counted properly but the aggregate is still not legitimate. One of the advantages of a paper system is that 10000 ballots is physically large and would be difficult to sneak in to a polling place/ballot box. With something like this you just need a USB stick, the voter registration database, and the records from the last few elections (and/or death records) to figure out which votes are safe to stuff. If you do make a mistake you will end up with some people who's votes are rejected and no way for an election official to differentiate between that and someone trying to vote twice.
