From my experience AV software makes life of small developers targeting Windows platform harder, so an argument can be made that Microsoft is actually helping independent developers by improving installation and update experience. We often need to deal with user problems because the installation or update process was blocked by AV software without any user visible message. Also often an application is incredibly slow for some period after the installation because AV is doing some additional scanning/blocking (again the user is not informed about this and blames the application).
