It's simple. CA accepts -> other states accept because they look after CA & NY & TX -> UK accepts because in such things they look after USA -> EU accepts because in such things they do what USA & UK do -> Russia accepts because in such things they do what EU do (yes, it is true).

This is literally one of the first things children are taught: "if all your friends went and jumped off a tall building, that doesn't mean _you_ have to", etc. In practice, different places may want different approaches for legalization or not of such things, because of cultural or demographic differences. And that's perfectly OK, though may cause friction at borders.
