No there is strong requirements for timely repairs in the US. They are all just local laws so they are varied by location. Landlord tenant laws are usually in favor of the tenant. In some places you can withhold rent until repairs are made. Enforcement can be an issue though and tenants may not know their rights. Not sure.of any state has a Tenancy Tribunal equivalent.
Anyway I am not aware of anywhere in the US where being a slumlord is actually legal or even being a semi-slumlord.
30 days for a maintenance request is absurd, well depending on the request, I guess.

Landlord at 3 am in the morning, "She irritated me with the shower pressure question last month! I'll raise her rent next next time around?" Yes--it happens, all the time. 2. So many people have no idea what condition a rental is suspose to be on. I had a girlfriend in San Fransisco, who had the water psi of the Landlord pissing through the 3/8 inch lead supply pipe. I asked her about the problem. She didn't even notice it. The morning shower was more like a misting. And the toilet; I was a genuine antique. Literally had the gun behind the water closet.(Godfather--when Michael goes to the bathroom.) 3. If you have a section 8 voucher, and you are lucky enough to get a rental, you definetly have rights. But--then again, people are afraid to complain. It's very easy to get kicked out. 4. America definetly has rentals that are places I wouldn't live in. Housing is in such high demand--no one rocks the boat. It needs to change! We need to increase the supply, or open up land that we can camp on. It's beyond the critical stage.
