I followed until the "I would be offering to pay for their relocation costs if I were them." - That would/could never happen. Countries can speed up immigration process, companies can pay relocation costs. Not the other way around.

  Yes, for Canadian citizens, relocating within a country.

  That doesn't mean Canada pays for them, it means that income spent on relocating is not taxed.
