Personally, I've shamelessly plugged a few FOSS projects of mine on HN (to varying degrees of success.) It happens very rarely, over the course of years, and when I randomly stumble across something interesting. Although I only read stuff on HN once or twice a day typically, I "check" HN several times a day, scanning the frontpage in seconds to see if there's anything that interests me. If it's something relevant to a project I'm working on, and people seem interested, I might plug my project. I've thought of setting up an alert for "opportunities to post a shameless plug" but decided against it (mostly because it seems against the spirit of HN.)
