Legalese such as TOS are, I'm sure, prepared carefully and a diff should be readily available. and still, no one would read it. A few might want to read it and may actually do so (if they were to receive one). -- As an example, Apple prompts one to send the terms upon upgrading the OS. This is a good step. Although it'd be better if they could highlight the changed text in the terms.
