- Johnny555 10y agoBART is not owned or managed by the city of San Francisco, it's managed by a 9 member elected board - SF holds 2 seats (plus one seat covers some SF and some East Bay areas) While SF may have a lot of faults, SF can't be blamed for BART's problems.
