In that case just use the HERE WeGo App (for iPhone: https://itunes.apple.com/us/app/here-wego-effortless-city/id955837609 https://itunes.apple.com/us/app/here-wego-effortless-city/id...) which has free offline maps for pretty much every country and doesn't need a data connection for navigation in offline mode. I use it every time I'm in another country.
