Give them an inch and they will take a mile. Do not underestimate how much a system like that is abused and that is where the problem is with not allowing anonymous transactions. As much as I'd like to stop terrorism and activities that really are immoral to society as a whole, you can't circumvent the security of the people who are good because it's proven those systems become abused in ways that it was not originally intended.
