Since Google uses RankBrain now as a signal which is trained on the web itself, how would the outputs of this be described as an algorithm? I think politicians are imagining that search is like some step by step recipe when it's incredibly complex now. I don't think even Google engineers fully understand DNN results on such a large corpus.
