I think the main difference is that you will still get most jobs in the west, even if you have the "wrong" opinions. Like reading Chomsky's collected works in the US. (Or follow Islamist web sites in, well, any country.) I.e., it is mainly for commercial/security reasons in the Western world, not for political control of the population.
