The tech side of a business generally moves a lot slower - and recovers a lot slower - than sales. The longer you have poor technical decisions being made, the greater the tech debt. One company I work for has taken about 18 months to get rid of some technical debt from the origins of the company, which didn't have a senior-level techie.
