California has some of the best soil in the world and some of the best climate for agriculture. It's just a bit short on water. It's a lot easier to bring water to that soil and climate then to bring that soil and climate to someplace that has enough water. People, on the other hand, are more flexible. We can thrive pretty much anywhere. So it makes some sense from a resource efficiency perspective to put the big population centers somewhere that doesn't have terrific agricultural potential, and utilize the great agricultural areas for agriculture.
