It grants corporations the rights to bypass national courts and directly file claims in some kind of international tribunal. But the way it's setup is really fishy to say the least.
Unfortunately in this case it also has some local political reason as the national government is a right wing government and is Pro CETA/TTIP. That is also the case with the regional Flemish right wing government. The regional Walloon government is left wing and is against. So it's a bit of an impasse.
