Well, my reaction was to check first what they are actually using for interfacing with the radioactivity, but yes, the title brings up exactly the ideas what you describe. The title is still not without merit. Would "Arduino based Geiger counter" sound a plausible title? As I think that in principle this is what they are suggesting - a simple logic IC is used instead of complex micro controller board.
