It'll have to be dedicated devices owned by ISP customers. It'll need to be software in their routers. Better yet, (and I realize there are a couple logical leaps here) these devices will progress The Internet into a mesh amongst neighbors and neighborhoods. And that's when the Decentralized Web will be realized: when a decentralized, resilient, adaptive Internet is available to host it on and that Internet isn't controlled by profiteering gluttons.
