Maybe I'm missing your point, but that seems legitimate to me. It seems inane to us, but there are plenty of people out there who probably believe actual chemicals were used, so clarifying that wasn't the case makes sense.
And Donald Trump himself clearly did believe that. This comment[0] from yesterday has his full quotes explaining it all, so I won't bother repeating it here.
