  Of course not - that's exactly the point. They can be relied on to parrot the official line exactly. So if the official sources are saying that increasing domestic demand in China is a priority, then it probably reflects official policy. (There may be exceptions to this, but exceptions demand some evidence and I don't see _any_ evidence at all in the original post)
