Without any package restore, that's 200MB / almost 12k files. Keeping in mind that Visual Studio isn't a simple text editor, it's a code editor that provides code-based IntelliSense, extensions, integrated debugging, etc., I'd say 30 seconds isn't too bad, especially considering some websites these days take nearly that long to finish rendering.
