One more justified case for commenting is in my opinion when you have to work around some bug or specific behavior of 3rd party library by doing unusual construct. If you comment that part, it will be much easier to read the code and avoid changing such construct. I know it should be covered by tests anyway, but it will save some time for your coworkers.
