I think they cannot see past the violence. Not that violence wasn't planned, or wasn't inhuman, etc. But the violence wasn't their high level objective. The only way to understand what happened is to see past the violence and understand what they really wanted to achieve, and in that sense you will understand the junta were just mercenaries.
