I think it's a little early to tell whether or not it's a complete failure, it's only been out a couple of weeks. It certainly hasn't gained traction. In terms of anecdata, I haven't downloaded it for the same reason I don't use G+: no one I know is on it, so why bother? Everyone I know already uses Facebook Messenger, Whatsapp or sometimes Hangouts for IM. It's also unclear what Allo does that the three mentioned apps above don't do.
