I recall a quote some years back, from a veteran police officer. I think it was in Chicago, but I'm not sure. To paraphrase, he said that people didn't realize that the police were the biggest and most organized gang. Certainly, a lot of their behavior appears to bear this observation out. P.S. Like other areas where we have problems, policing needs to be transparent, accountable (including and especially fully audit-able), and proportional. Arising from the community, and not imposed upon them. If you can't make this happen, you've already failed.
