Yes and No. I don't disagree with the definition but inherent in Keynesian economics is the idea that you shouldn't spend dramatically more than you can compensate for through taxation once the economy recovers. So while Keynesian theories might justify spending the question here is whether too much is being spent and that's not one that is really addressed in the theories themselves
