We don't know the context these photos were taken in though. Might have been during riots, or a terrorist alert. I'd personally want the cops to look like that if there was a nutter on the loose with a machine gun.

Here is the point: Physical protection of police personnel does not invariably require 'psychological intimidation' aesthetics. Your "lone nutter" is by your description already nuts and has already crossed the line, so what's the point of dressing up in storm trooper outfits?
