FWIW hosting your own mirror is possible today. It just requires a bit of work to match the crates.io format and specify it via .cargo/config (http://doc.crates.io/config.html http://doc.crates.io/config.html). You can specify the index url as a "file://" and point it anywhere you like.
Definitely like this new approach though.
